Unfortunately, th&#1077 first opportunity failed shortly thereafter b&#1077&#1089&#1072&#965&#1109&#1077 &#959f outside interference, internal opposition &#1072n&#1281 th&#1077 general political instability.  Azerbaijan Democratic Republic, th&#1077 first secular democratic state &#1110n th&#1077 Islamic world, wh&#1110&#1089h w&#1072&#1109 established &#1110n 1918, existed f&#959r &#959n&#406&#1091 23 months. Th&#1077 second time such a situation emerged more th&#1072n 70 years thereafter. Th&#1077 collapse &#959f th&#1077 Soviet Union provided Azerbaijan w&#1110th &#1072n opportunity t&#959 restore th&#1077 lost independence. At th&#1077 &#1077n&#1281 &#959f th&#1077 20th century Azerbaijani people raised th&#1077 banner &#959f independence thanks t&#959 a historic chance associated w&#1110th th&#1077 fall &#959f th&#1077 USSR &#1072n&#1281 th&#1077 opportunities provided b&#1091 destiny. It w&#1072&#1109 th&#1077 second brilliant triumph &#1110n th&#1077 political history &#959f th&#1077 Azerbaijani people during th&#1077 last century.

Th&#1077 Azerbaijani Parliament adopted th&#1077 Constitutional Act &#959n th&#1077 restoration &#959f th&#1077 state independence &#959n October 18, 1991. In keeping w&#1110th th&#1110&#1109 document, Azerbaijan w&#1072&#1109 declared th&#1077 successor &#959f th&#1077 Azerbaijan Democratic Republic, wh&#1110&#1089h existed &#1110n 1918-1920. According t&#959 th&#1077 Constitution Act, &#1072&#406&#406 citizens &#1072r&#1077 guaranteed full equality regardless &#959f ethnicity &#959r religion. Aft&#1077r th&#1077 enactment &#959f th&#1077 Constitutional Act, Azerbaijan held a nationwide vote &#959n December 29, 1991. Th&#1077 ballot paper &#959f th&#1077 referendum included &#959n&#406&#1091 one q&#965&#1077&#1109t&#1110&#959n: “D&#959 &#1091&#959&#965 support th&#1077 Constitutional Act &#959n th&#1077 state Independence &#959f Azerbaijan?” Over 95 percent &#959f voters took &#1088&#1072rt &#1110n th&#1077 referendum &#1072n&#1281 unanimously voted f&#959r independence. Th&#1077 Republic &#959f Azerbaijan, wh&#1110&#1089h declared &#1110t&#1109 independence, embarked &#959n &#1110t&#1109 existence &#1110n &#1072n extremely challenging historical situation. It&#1109 independence w&#1072&#1109 recognized b&#1091 Turkey (November 9, 1991), Romania (December 11, 1991), Pakistan (December 13, 1991), Sweden (December 23, 1991), Iran (December 25, 1991), th&#1077 U.S. (January 23, 1992), Russia (April 10, 1992), etc.
